President Mahama Reduces Ministries from 30 to 23
In a bold move aimed at streamlining governance and ensuring efficiency, President John Dramani Mahama has issued the Civil Service (Ministries) Instrument, 2025 (E.I. 1), which reduces the number of ministries under the Civil Service from 30 to 23. The announcement was made official through an Executive Instrument dated 9th January 2025.
The restructured Civil Service Ministries include:
- Ministry of Finance
- Ministry of Health
- Ministry of the Interior
- Ministry of Defence
- Ministry of Education
- Ministry of Energy and Green Transition
- Ministry of Roads and Highways
- Ministry of Transport
- Ministry of Sports and Recreation
- Office of the Attorney-General and Ministry of Justice
- Ministry of Lands and Natural Resources
- Ministry of Local Government, Chieftaincy and Religious Affairs
- Ministry of Foreign Affairs
- Ministry of Communication, Digital Technology and Innovations
- Ministry of Environment, Science and Technology
- Ministry of Youth Development and Empowerment
- Ministry of Works, Housing and Water Resources
- Ministry of Gender, Children and Social Protection
- Ministry of Tourism, Culture and Creative Arts
- Ministry of Labour, Jobs and Employment
- Ministry of Food and Agriculture
- Ministry of Fisheries and Aquaculture
- Ministry of Trade, Agribusiness and Industry
The restructuring includes the integration of some ministries to align with the government’s agenda of reducing bureaucracy and optimizing service delivery. Ministries such as Energy and Green Transition and Communication, Digital Technology and Innovations reflect the administration's focus on addressing modern global challenges.
This instrument also revokes the Civil Service (Ministries) Instrument, 2021 (E.I. 12). Speaking on the development, President Mahama emphasized that this reorganization seeks to reduce public expenditure and enhance the efficiency of governance.
The Executive Instrument has been gazetted, officially signaling the operationalization of the changes.
